IS-BAO Inspection Support

RAS Flight Support provides comprehensive safety and operational protocol inspections for FAA Part 135 and Part 91 operators that are aligned with the International Standard for Business Aircraft Operations (IS- BAO). Our inspections are designed to support operators at any stage of IS-BAO implementation by strengthening safety management systems, reinforcing operational discipline, and identifying gaps that may impact audit readiness or long term safety performance.

Our inspection methodology is structured around the core elements of IS-BAO, including safety management system effectiveness, operational control, training and qualification, maintenance oversight, and organizational accountability. Inspections are conducted by experienced aviation professionals with firsthand knowledge of flight operations, maintenance, ground handling, and regulatory oversight, allowing us to evaluate how IS-BAO principles are applied in daily operations rather than relying solely on documented procedures.

We assess safety policy and leadership commitment, hazard identification and risk management processes, safety assurance activities, and safety promotion practices to determine whether safety management systems are functioning as intended. Standard operating procedures, training programs, maintenance coordination, dispatch and flight following, and ramp operations are reviewed to ensure consistency with IS-BAO expectations, applicable FAA regulations, and operator specific risk profiles.

For Part 135 operators, our inspections support alignment between IS-BAO standards and FAA regulatory requirements, including Operations Specifications and operational control systems. This approach helps operators prepare for both IS-BAO audits and FAA surveillance by identifying gaps early and reinforcing systems that demonstrate effective risk management and operational control.

For Part 91 operators, we apply IS-BAO principles to evaluate internal controls, procedural discipline, and safety oversight, helping flight departments adopt a structured and scalable safety framework appropriate for non commercial operations. This supports continuous improvement, consistency across crews and missions, and a higher standard of operational professionalism.

Each inspection concludes with a detailed and actionable report organized around IS-BAO elements. Findings are prioritized based on operational risk and impact, with clear recommendations designed to support corrective action and continuous improvement. When requested, RAS Flight Support provides follow on support including corrective action planning, SOP refinement, and guidance through IS-BAO implementation or progression.

Our objective is to help operators build and maintain effective safety management systems that meet IS-BAO expectations, support regulatory compliance, and strengthen operational confidence before issues arise.
