Angel Bouet, Director Business Development
Angel Bouet is the Director of Business Development at RAS Flight Support. Angel Bouet serves as Director of Business Development at RAS Aviation, where he leads strategic growth, client engagement, and partnership development across the company’s flight support and aviation services portfolio. With a strong understanding of both operational and commercial aviation environments, Angel focuses on building long term relationships grounded in trust, transparency, and performance.
Angel brings a client focused approach to business development, working closely with operators, aircraft owners, and industry partners to align RAS Aviation’s services with real world operational needs. His role spans identifying new market opportunities, supporting contract development, and ensuring that clients receive solutions tailored to their operational, safety, and regulatory requirements.
Known for his collaborative leadership style, Angel works closely with flight operations, maintenance, and management teams to ensure business development efforts are closely integrated with service delivery. This alignment allows RAS Aviation to maintain consistency, accountability, and high standards as the organization continues to grow.

Russ Yorks, Director of Operations
Stephen Hartley Director of Flight Operations
Stephen Hartley is the Director of Flight Operations for RAS Flight Support where he leads all aspects of the flight operations for RAS. Stephen also serves as the Director of Operations at Endeavor Aviation LLC, a Lexington, KY-based company specializing in pilot services, aircraft maintenance, and flight department management. He initially joined Endeavor Aviation LLC as a Safety Officer and Global Express Captain in June 2022 before being promoted to Director of Operations in August 2023.
With over 15 years of professional aviation experience, Stephen is a Bombardier Global Express Captain with multiple jet aircraft type ratings. He has maintained FAA-certified teaching credentials since 2008 and has held leadership roles in aircraft and crew management. His expertise includes pilot mentoring and training for First Officers and Captains on Global Express and Citation XL/XLS aircraft.
Stephen served as a volunteer and President of the Board of Directors at the Santa Maria Museum of Flight (CA), where he played a key role in preserving and celebrating private and military aviation history.
Stephen holds a Bachelor of Science in Aviation Science from Utah Valley University and is a Certified Quality Auditor (CQA) through the American Society for Quality (ASQ). Additionally, he is a Certified IS-BAO Auditor under the authority of the International Business Aviation Council (IBAC), further strengthening his expertise in aviation safety, compliance, and auditing.
Russ Yorks is the Director of Corporate Operations at RAS Flight Support, where he oversees strategic initiatives, regulatory compliance, and operational efficiencies within corporate aviation.
Leveraging his extensive background in program management, data analytics, and business development, Russell plays a key role in enhancing RAS Flight Support’s auditing, training, and logistics services for business aviation operators.
Prior to joining RAS Flight Support, Russell held executive positions in firms both in the workforce development and financial services industries.
Russ served as a Senior Master Sergeant in the Air National Guard where he oversaw cargo and hazardous materials operations for military airlifts. Previously, he was a jet engine mechanic supporting the A-10 fighter platform. In his spare time he volunteers as a Pilot and Finance Officer for the Civil Air Patrol and serves on multiple advisory boards focused on education and veteran advocacy. Russ is also a Commercial Pilot, Commercial Drone Pilot and Instructor with over 25 years of flying experience.
Russ holds an Associates of Applied Science in Aviation Maintenance Technology, Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University, and Master of Arts in Economics and Education from Columbia University.
